Manx? Aztec? SAS? GCC?

No. "Best" is defined on what you need.

Manx and Aztec are the same thing, and both heavily outdated.

SAS/C is a pretty good compiler, but not up-to-date. It doesn't support
C99, and C++ (only a very old restricted pre-ANSI C++ dialect is
supported) and has a couple of minor issues, but is otherwise fine and
integrates nicely into the Amiga.

GCC is a pretty good compiler, but not very adapted to the Amiga. I
don't know whether the new releases have been ported to the Amiga, i.e.
4.1.0 and above.

May I add that VBCC is a pretty decent compiler too, and much easier to
setup than GCC.
